What is on the form
A table with the development, the affected parcel, the block and the owner of the affected parcel; the name of the managing body; the date the notice was received; the date of inspection and the parcels inspected; the defect found; and the party responsible to rectify it. It is dated and signed by the authorised signatory of the JMB or MC, with an appendix of inspection photographs in practice.
Who issues it
Only the management body: the JMB, the MC, a subsidiary MC, the developer during its management period, or a managing agent appointed by the Commissioner of Buildings. A contractor cannot issue Form 28. What a contractor can do is supply the inspection report and test results the certificate is based on, which is what we do.
The timeline
The Regulations set short periods: the management body inspects within days of receiving the notice, issues the certificate once the cause is determined, and the responsible party then has a short fixed period to rectify. If nothing happens, the management may repair and recover the cost.
Our platform records the notice date, the inspection date and the issue date, pre-fills the certificate from the inspection findings, and lets the management sign and issue it from their portal, so the dates on the certificate match the dates in the case file.
What the responsible owner receives
A copy of Form 28, the inspection report with photographs, and the deadline. From the same notice they can request a repair quotation, approve it, and have the repair scheduled, all on one case record the management can see.
